Description of Work/Type of Construction:
As a subcontractor to Kellogg, Brown & Root, BE&K supported the Naval Construction Battalion Center (NCBC) by providing the construction services required in the wake of Hurricane Katrina’s devastation. These services included repair, restoration, maintenance and new construction. The work was performed by a combination of BE&K forces and approximately 50 subcontractors. Using a combination of subcontract and direct hire labor, BE&K managed building repair, laundry construction, concrete slab installation and Pre-Engineered Building (PEB) construction.
Unique Aspects of Project:
In addition to a complex project scenario, BE&K was dealing with a population under intense emotional stress as a result of the hurricane. There was a short-term lack of logistical support from private or local government resources in the area. Many essential items were in short supply for local inhabitants, including housing, food, utilities, laundry and other basic needs. There was also limited availability of construction forces that were able to move in to support repair and rebuilding. Material shortages were the norm at the sites of all the emergency projects. While some large retail warehouse suppliers had inventory, material procurement was difficult and time-consuming. Communications and staging locations were also very limited.
