Description of Work/Type of Construction:
Awarded under the Fort Worth District USACE's INS MATOC IDIQ program, this task order project involved the construction of a new U.S. Border Patrol Station in Pine Valley, California to replace the nearby aging facility located in Campo. BE&K's performance was rated as Outstanding by the Contracting Officer.
The new facility is comprised of multiple structures to support a 300-person staff. These structures include an administration building, a nine-bay vehicle maintenance facility, a covered fueling system, vacuum and carwash islands, and a fire pump building.
The 45,000 SF administration building features employee offices, detention and processing areas; secure weapons storage; training and physical fitness areas; locker and shower rooms; multi-function space; conference and class rooms with A/V and communications capabilities; and kitchen/dining area. The 15,000 SF vehicle maintenance facility incorporates facility and vehicle maintenance, electronic repair and storage, steam cleaning, and woodworking shops into one building.
Other supporting facilities include water tank and well, a propane tank, and an emergency generator. The effort included full site utilities, including domestic water/fire suppression well, 150,000 gallon water tank, pump-house, site septic system, and emergency power generation; forced air HVAC systems; data, communications, and monitored security systems; multi-product lube/oil distribution; recycled water vehicle wash rack; 22,000-gallon mixed fuel refueling system; hazardous materials recovery system; and fire suppression and alarm systems.
The structures consist of masonry bearing walls with structural steel roof systems. Site improvements include all site work, associated underground utilities, landscaping and irrigation, paving and access roads. As a U.S. Border Patrol Station, this facility incorporated all current anti- terrorism features as well as innovative detention equipment and systems.
Forty-seven modifications have been incorporated into the contract to date, increasing the project value and extending the completion date. The largest change involved the Corps' acceptance of a bid option after contract execution; adding the Vehicle Maintenance Building to the contract added nearly $6 million and 105 days to the contract. Other Owner-requested changes, accounting for the remainder of the price increase and time extensions, included resolving unforeseen conditions; adding perimeter fencing; revising the structural steel design; revising and adding electrical, mechanical and plumbing scope in the administration and vehicle maintenance buildings; and many other miscellaneous changes.
